factions & groups
As a new member - or a current member trying to come up with another character - you might be wondering what sorts of characters you can make. Hopefully this thread will give you a breakdown of our main factions, so take a look to figure out what you are interested in! For open positions in each faction, as well as generic character ideas to kickstart some of your OC planning, check out the Site Canons.
This thread specifically details pure information about the groups themselves. For a further idea of the setting and current plot each faction has, check out the Settings thread.
In the past years, the Doctor has rediscovered Gallifrey in its pocket of time - and has managed to bring it back. After banishing Rassilon, the various groups and leaders have decided it's time to reunite and rebuild Gallifrey. The General is in charge of this, though a High Council is convened, many with leaders of various groups that are left on Gallifrey.
General Survivors were those who were fighting in the Time War right up until the end and were trapped in the timelock. This may consist of various Time Lords and Gallifreyans.
The Hand of Time is a group (from a former site plot) that fled with Romana to hide in stasis on a generation ship. This so-called Hand of Time included the rebels that still followed their former leader, and perhaps some cowards and outcasts as well. They have recently returned to Gallifrey to help rebuild. They were plenty of Time Lords in the Hand of Time, but Outsiders and other Gallifreyans escaped as well. Romana represents them on the Council.
The Outsiders originally left the Capitol on Gallifrey to embrace a simple, technology-free life. Some of the most dangerous Outsiders were known as the Shobogans (Time Lords that had dropped out of the Academy or had broken from the High Council). While many used to vandalize monuments and sow chaos, others wish to help rebuild and have amicable relations with the rest of Gallifrey. Leela represents them on the Council.
The Sisterhood of Karn are a remnant of the Seers of Pythia (the ancient Matriarchal rulers of Gallifrey) who protect the Flame. During the Time War, Rassilon forced them into slavery, transforming many of their children into gibbering witches in service to the High Council. Though many fled with the Hand of Time for freedom or were otherwise rescued, the Sisterhood still remains weary of the new Council and CIA at large. They try to stay peaceful despite this. Ohila is the current leader, and she also represents them on the Council.

This group is the one that we will really allow few people to join. This group includes canons, like Rose Tyler, the Meta-Crisis Doctor, Donna Noble, and Lucy Saxon. These people have travelled with the Doctor, another Time Lord, or are able to travel on their own.
The Agency. The Time Agency has been resurrected since the time of its mysterious fall. They have a base on Terrenus (which has its own forum in Space of the roleplay section), hidden in their own little bubble of time. These Agents participate in missions throughout time and space via their wrist straps that enable time-travel. The missions generally involve the righting of some of event, making sure it does or does not happen, in order to let history proceed as needed. Characters can belong to the administration, go on missions as diplomats, murderers, and whatever else, and even do office work if that floats your boat. They will most likely be a new recruit, and in this instance, they can be any sort of alien from any time period. Your character could have been apart of the original Agency if you so desire, but they will have been from the 49th-52nd centuries and human.
The Rogues. These former Agents of the Time Agency were largely part of the original group that fell. Largely, these Rogues serve themselves and hire themselves out as mercenaries of sorts, stealing or killing throughout time with no regards to the consequences. John Hart has considered uniting them as a group to sow chaos again the proper Time Agency.
As is mentioned in our plot, Torchwood has spread rapidly across the globe ever since the Daleks stole the planet. We have two Torchwood institutes in place, with one of them involving as many original characters as we want. If you see mention of Torchwood Twenty-One, it was a formerly-played International Space Station that orbited Earth. It still exists, by word only, and is no longer actively played on the board. Make sure to check out the Settings thread for updated plot information.
Torchwood Three. Torchwood Three is based in Cardiff. Despite the presence of global Torchwood facilities, TW3 remains aloof from the others. Headed up by Jack Harkness, the only remaining survivor is Gwen Cooper. Three other positions are open that can be filled by either other canons (Martha, Mickey, Lois Habiba, etc.) or original characters.
Torchwood Twenty-Four. This is the resurrected Torchwood One, though under a different name to honor the dead. It was founded a few years ago, though it is also seen as the Headquarters for the Global Torchwood Operations. It mostly involves research, though we have missions ready for this group as well. Their base is in London, England.
UNIT is a military-based global organization that deals in alien incursions and protecting Earth. While there is still much research and diplomacy involved, they can be much more confrontational and violent than Torchwood. We do have a few canons on both our show canon and site canon lists (and general suggestions for characters and open positions), so take a look at those. However, feel free to make your own captain, researcher, private, or the like.
The Forge, also known as Department C4, is a black ops organization formed in the 20th century with the purpose of studying and experimenting with extraterrestrial material and technology and using it to defend the interests of their covert organization and humanity. They frequently experiment with genetics, going as far as testing serums that drastically change their human subjects. They're also quite interested in cybernetics.
Kept in check only by Torchwood and UNIT, the Forge has recently regained much of its former power with the near-collapse of Torchwood and the damage done to UNIT by the 456 and Sontaran incidents. Completely amoral and dangerous, the Forge has recently expanded its powerbase to encircle the whole globe. They desire to take control of the world and use it as a weapon to defeat any and all alien interlopers. Their ambitions are much darker and more dangerous that Torchwood and UNIT; they are led by Nimrod (a part-human, part-vampire, part-cyborg evil genius). If you've got an evil character or an amoral genius, then you're most welcome to join in their quest to find all aliens hiding on the planet, steal their technology, and use them for nefarious experimentation. For King and Country!
Civilians & Aliens
These two groups are pretty self-explanatory. You can have a regular person or alien that doesn't fit into any of the above categories, and do... whatever with them, really. They usually end up coming into contact somehow with these other groups, and that's perfectly fine. Just make sure you have idea of what you want to do with characters in these groups so you're not sitting around, wondering what to do.

All of our various factions are combined into four major usergroups for the site, rather than having so many split up. There is still a place in the mini-profile for you to be able to list your specific faction for clarity. Here is a guide to show how the groups are set up.
Children of Gallifrey
Includes Time Lords and Ladies, as well as other Gallifreyans - the Outsiders, the Sisterhood of Karn.
Children of Time
Includes Time Travellers, Time Agents, and Rogue Time Agents. Essentially anyone who can travel in time, including companions of the Doctor.
Children of Earth
Includes all the humans of Earth, especially those who protect it. Torchwood, UNIT, and the Forge are all in this group, as well as Civilians.
Children of the Universe
Includes Aliens of all species who have perhaps ended up on Earth or are travelling.
